Ogden Point is 2.4 km from downtown Victoria, according to the Greater Victoria Harbour Authority. On foot that is about 25 minutes each way. Enter when your ship arrives and when all-aboard is, and this page takes off the time to get ashore and a safety buffer, then shows which places fit, which are tight, and which do not, each with the reason.

Victoria in 2, 4 and 8 hours
Worked out for October 21, 2026, with the ship arriving at 9:00 am, 30 minutes to get off and a 60-minute safety buffer before all-aboard. The rule is simple and stated: take the closest places that fit, then put the stops in the shortest route. It is not a ranking of places.

How the planner counts your time
Your ship arrives at one time and must be back at another. In between, the planner removes two things you can change: the time to get off the ship and onto the pier (30 minutes to start with) and a safety buffer before all-aboard (60 minutes to start with). What is left is the time you can really use. For each place it then adds the travel there and back from Ogden Point, the time to see it, and checks the place’s own opening hours for your date.
Travel times come from an offline matrix we built from OpenStreetMap roads and paths and BC Transit’s published timetable (see the notes below). They are typical figures, not live traffic or live timetables, and bus times include waiting for the first bus.
From Ogden Point into town
The Greater Victoria Harbour Authority lists the city centre at 2.4 km from the terminal. Our matrix gives about 26 minutes on foot to the Inner Harbour, about 5 minutes by car or taxi, and a bus time that depends on the hour. The terminal has operators for shuttles, taxis, pedicabs and tours; the Harbour Authority’s pages are the place to check what is running for your ship.
What the forum questions keep asking
Cruise Critic, Tripadvisor and Fodor’s threads ask the same few things, and this page is built around them: what can we do on an evening call, can we walk, is Butchart realistic, and do we need to rent a car. We read them through search results (some threads block direct access), so the questions are real but the answers are ours, from sourced data, not theirs. The log is in the project’s docs/forum-questions.md.
Shopping and tax in port
Most goods and services in British Columbia carry 5% GST and 7% PST, worked out on the same price, so 12% in all; restaurant meals carry GST only and liquor carries 10% PST. The BC sales tax calculator works out the tax and a tip, with the CRA and BC Government sources.
Notes on the data
- Hours: each place’s hours come from its own page, with the date we checked on the place’s page. The Royal BC Museum, the Parliament Buildings and the Art Gallery of Greater Victoria blocked or refused our checks on 18 October 2026 and again on a retry, so they are shown as “hours not published”.
- Time to see a place: the operator’s figure where there is one; otherwise your own estimate (45 minutes to start with), marked as an estimate.
- Sunset: worked out on the page for your date.
- Not included: the live cruise ship schedule (see the Harbour Authority’s schedule page) and shuttle fares.
Frequently asked questions
Can I walk from Ogden Point to downtown?
Yes. The Greater Victoria Harbour Authority says cruise visitors can walk or take shuttles into the city and lists the city centre at 2.4 km from the terminal. Our travel-time matrix, built from OpenStreetMap paths, puts the walk from Ogden Point to the Inner Harbour at about 26 minutes. How safe a walk feels after dark is a personal judgement, so the planner shows sunset and the end of twilight for your date instead.
Is there a shuttle, and what does it cost?
The Harbour Authority says tour and shuttle buses, taxis and other transport are readily available at the terminal, and that operators based in the terminal offer pedicabs, rickshaws, shuttles, taxis and horse-drawn carriages. Its page names no shuttle operator and gives no fares, and older forum posts quoting prices are years out of date, so we show none. Ask your cruise line or the Harbour Authority for current shuttle times and fares.
Is Butchart Gardens worth it on a short call?
It depends on the hours ashore, so the planner works it out for your times. Butchart’s own page gives the drive from downtown as 35 to 45 minutes depending on traffic, and the #75 bus as 50 minutes to an hour, from Belleville Street. Its operator says a leisurely walk through the gardens typically takes 1.5 to 2 hours. A drive there and back plus the visit is roughly four to five hours before you add getting off the ship and a safety buffer, and the gate times change by month.
What if my ship is only in port in the evening?
Evening calls are the main reason to check opening hours: many places close by 4:30 pm. The planner uses each place’s published hours for your date and says when one is closed, when its last entry is before you could arrive, and when a park runs only from sunrise to sunset. Places that publish no hours are marked as such, not assumed to be open.
How much margin should I leave before all-aboard?
That is your decision, so the safety buffer is an input. We start it at 60 minutes and the time to get off the pier at 30 minutes; both are estimates, not rules from any cruise line. Your ship’s own all-aboard time is the one that counts.
